As far as I understand the BIOS Changelogs, you would need to update your BIOS to be able to influence the CPU (Turbo) Ratio.

Now I can enable 21X but is yellow and only if I put auto in the voice  EIST

yes in the bios cell menu when i set the voice intel eist ( disable \ enable \ auto) on auto and appears the voice turbobost (set to disable)  i can enable the multiplier to 21  ( but this is yellow) and every voltage i set when i enter in windows bsod whit blue screen.........
now when i set the voice intel eist on enable or disable the voice turbobost disapper and the multiplier only set max 20.......

edit if i set intel eist on enable appears the parameter turbobost but i cant set 21x multiplier
if i set disable the parameter turbobost disapears and i cant set 21x only 20.......
