Bios Version: unknown, never booted (probably 7E41v1A10 or 7E41v1A20 according to production date)

Compatibility Note:
According to MSI, the RAM and CPU are compatible (https://www.msi.com/Motherboard/PRO-B860-P-WIFI/support).

Power Connections:
24-pin ATX power connector is plugged in.
8-pin (CPU) power connector is plugged in.
The additional 4-pin (CPU) power connector is NOT connected.

Problem:
The BIOS does not load / The system fails to POST.

What Happens:
I assembled the PC from all new parts.
1. I press the power button.
2. The CPU cooler fan starts spinning.
3. At first start or after CMOS Clear the motherboard's EZ Debug LED briefly lights up RED (CPU).
4. The CPU LED turns off, and the YELLOW (DRAM) LED lights up for half a second, then turns off.
5. Then again CPU LED turn on for half a second and turns off.
6. The DRAM LED turns on and stays on for 5-10 sec, then turns off.
7. Repeats continuously (Red CPU LED -> Yellow DRAM LED -> Off) from point 5.

Additional Symptoms:
- The PC speaker remains silent (no beep codes).
- No USB power: Keyboard lights don't turn on, mouse laser doesn't light up.
- Monitor receives no signal.

Troubleshooting Performed:
1. RAM Slots: RAM sticks are installed in the recommended A2 & B2 slots.
2. RAM Configurations Tested:
- Switched to A1 & B1 slots - No change.
- Tested each stick individually in different slots - No change.
3. No RAM Test: Removed both RAM sticks and powered on:
- The yellow doesn't turn off.
- The PC speaker emits 3 long beeps.

The system is stuck in a boot loop failing at the CPU and DRAM initialization stages, with no video output or USB power.

Is it possible that support for my RAM was added in a later BIOS version?

Before buying new DRR5 RAM to try to reflash the BIOS, I would like to know if it makes sense

Doesn't make sense, never buy new hardware until you could narrow it down to that hardware.

First, i would try to rule out other things, like the PSU, seeing how yours is a low-end model. For that, you need to test with a different (borrowed) PSU. The test PSU has to be known good, not too old (preferably still within the warranty period), and of decent quality. You can connect it on-the-fly using its own cables.

You could also take off the CPU cooler, take out the CPU, and check for bent pins in the socket, also see here and the following posts. While they are technically all bent, the pins all have to look completely uniform under light, the tips of the pins have to line up in a perfect pattern, with none visually sticking out from the rest. So if you have some pins that don't look like the others, then you really have some bent pins. Ideally take some photos of the socket and the CPU underside, upload to an image hoster and link them here, even if you don't think there are bent pins (sometimes they are not that easy to spot for the untrained eye).

Or what you could do first, unscrew the board (with CPU+cooler on it) from the case, take it out, and test it on a non-conductive surface like a wooden table. Hook up the PSU cables to it and bridge the power switch pins on JFP1 to give the power-on signal. This will exclude a short with the case.

It's a shame that MSI reserves the Flash BIOS Button for the nicer board models, i think it's a must-have. Weirdly, over here, your PRO B860-P WIFI is more expensive than the PRO Z890-P WIFI which would offer that button.
 
In the end, I returned the RAM for testing back to the store and purchased two Silicon Power Xpower Pulse SP016GXLWU64AFSJ DDR5 1x16GB 6400MHz modules (which are also listed by MSI as compatible). Booted up without any issues. The motherboard had an old BIOS version installed, and the RAM was detected as "unknown," but nevertheless, switching from 4800MHz to 6400MHz still worked fine. After updating the BIOS to the latest version, 7E41v1A60, the RAM started being correctly identified as Silicon Power. I haven't received a response from the store yet, so I can't say whether the problem was with the BIOS version or the RAM itself.
