MSI PRO DP20Z and Fan Speed

I'm using MSI PRO DP20Z, 5600G and Windows 11. I replaced the stock cooler with NH-L9A-AM4 because the noise was unbearable. The noise is still unbearable because the CPU operation for normal tasks is between 45-55 degrees C and this is also the range in which the fan goes from 800-1500rpm so there is constant fluctuation which is annoying. Then I found out that you can enable silent mode in MSI Center which triggers the power saving mode in the power plan so the CPU fan speed is always between 800-1000rpm and never exceeds this. I installed bluestacks recently and when using it, the CPU temperature would reach 95 degrees C but the fan speed would remain at 1000rpm so my computer was overheating. So I uninstalled MSI Center and now the fan noise is killing me again. Is there any way I can control the fan speed? The bios is very basic.
