MSI RTX 2080 ti Gaming X Trio - driver issue or bad card

Hi,

I have 2 pcs and each one of them has a MSI RTX 2080 ti Gaming X Trio 11gb. One of them started misbehaving lately. Sometimes in device manager there is an exclamation mark flag and shows "Windows has stopped this device because it has reported problems. (Code 43)". When this error shows, the card is detected and also outputs video, no artifacts or anything. Sometimes when the driver seems to work (no errors in device manager) and idle, the screen goes black for a sec then restarts then the error comes back in device manager. Additionally, when the driver works and I play something demanding or I start a bench mark, it's stable and can handle it. On full load temperatures not going above 70-75 degrees C - Hotspot and 60 degrees C on core and voltages seem stable.

Troubleshooting steps:
- swapped the cards around - issue persists only with the flagged gpu card
- clean driver install
- DDU method
- clean windows install
- disabled ASPM
- disabled integrated GPU
- enabled performance mode in Nvidia control panel
- Link State Power Management is set to Off


Greatly appreciate any help if anyone came across this or has any other suggestions.
