MSI RTX 4060 Ti Ventus 3X E OC artifacts or not?

Hello everyone please help, I created threads in several forums but still haven't received a clear answer
I assembled a new computer:
CPU: I5-12400F
MSI RTX 4060 TI OC
Motherboard: MSI B760 GAMING PLUS WI-FI
BIOS Version: E7D98IMS.H70
RAM: ADATA XPG Lancer 32gb ddr5
Storage SSD: ADATA XPG GAMMIX S11 Pro, ADATA XPG GAMMIX S70 BLADE
Power Supply: Cougar GEC 750
Overclocking: No
Operating System: Microsoft Windows 11 Professional 64bit
Textures started to stretch in games and glare appeared. I replaced the gpu under warranty, now I have MSI RTX 4060 Ti VENTUS 3X E OC 8Gb. But the problems remained the same, glare and stretching (Video attached). I checked the previous gpu in Furmark and Superposition Benchmark but everything was fine, just like with this one. Drivers updated, Windows 11. On the previous and this card I removed the drivers using DDU, but again nothing helps. I doubt that these are problems in games, when I played on my previous GPU(1050 ti), everything was fine. What could be the problem? Please pay attention to the video with cyberpunk. Thanks in advance, I hope you can help me
 
2 different GPUs and same issue doesn't sound right. I would bet on PSU being the problem here.
How old is your Windows installation?
 
I installed it on 11/18/2024, I had the previous video card then. Then they changed it for me, I bought a new one in another store and continue to use the same system. it turns out that the components do not have enough power? If I understood correctly
 
I would imagine this PSU being of poor quality rather than insufficient.
I am not entirely sure what else could cause video artifacts.
 
I have 3 things suspected as possible reason for this issue.

Try:
1. Another PSU: Quality and reliable one
MSI PSU:
MSI PSU MPG-Series
MSI PSU MAG-Series
MSI PSU MEG-Series
Or / and you can check this guide Guide: How to find a good PSU

2. Different Display/Monitor and/or if needs also different cables for display, along with try swap between different input HDMI/DP

3. System Memory issue: [System Memory issues also can cause visual corruption & artifacting]

RAM: ADATA XPG Lancer 32gb ddr5

How many sticks are they at which slots they are installed?
At what freq. they runs?
Do you have XMP Enabled?

Try with 1 memory stick in DIMMA2 slot and retest.
[if needs,(no change) replace the memory stick with 2nd memory stick alone and retest again]
Also Disable XMP and use pure stock speed with native memory timings.

Sorry for the long absence in the topic, bought a new monitor with a display port, I doubt that this is a problem in the previous monitor. I disabled the xmp profile and artifacts in Dota 2 disappeared. Is this defective memory or is this normal?
In other games, problems were noticed without the xmp profile
