What's the video format? I will try to use some converter like VideoProc and convert the clip to MP4(H.264 codec) and import that file to try again. Also, when you preview the clip under Source panel (not under timeline), is it choppy as well?
Btw, Photoshop is more CPU intensive than GPU.

Nothing suspicious in this screenshot. I'm wondering does it look choppy if you export the clip?
Most likely it only happens when previewing the clip in Premiere Pro? Can you also take a screenshot of your Sequence Settings? Especially the Video Previews section.

Yes it's just in editing. As an update, I picked up a 3080 FE GPU. It's still very choppy. I'm wondering if the 9:16 format is causing this when it's in 4K. Maybe I should just shoot 9:16 at 1080p, that's where it will end up anyway.

How big is you Page file is it windows managed or set by user.
If system try setting one at same of system memory or set a minimum size for it to use
Also some times setting the Page File on you second M.2 SSD and not your OS drive can help.
And as you have 64GB of RAM you may also be able to just turn it off complete and not use it at all.

Well, MSI does not offer FE cards. If the Ventus card is not in question anymore and as the issue is also not related to it that is about what we can do. We can only help as far as MSI products are concerned.

I have found what the issue was. The video I was working on was shot using the Filmic Pro app. This was the first time using it and I must have had the quality setting set to "Filmic Ultra" which gives extremely huge files. I did a comparison of file sizes shooting at 4K for 8 seconds, same stationary scene. The pixel 6 native camera app gave me a 73MB file. Filmic Pro standard gave me a 104MB, not much difference. The Filmic Pro Ultra gave me a 563MB file size for 8 seconds. So when I checked the project I was having issues with, the clips were 2.5GB each and I was working on around 6 of them with speed warping and graphics. I recently shot some 4K video on my Nikon Z6 and there was no issues editing the video. The size was the problem. I did see a chart of GPU performance in Premiere Pro and the 3060 was at the bottom. The 3080 seemed to be the best price vs performance option when viewing the chart. There was a huge jump from the 3060 but not as big of a difference when compared to the 3090 series.
