msi vector 16 hx ai a2xwhg 5070ti framerate issue in cyberpunk

hi everyone,

im having issues with cyberpunk and wondered if any one knows whats happening.
i run the game in hybrid mode and the only way i can get a smooth experiance is to play in high resolution with high setting and when i pan the camera around its very smooth but the framerate is just above 60 , i then try and lower the resolution and the game fps increaes to around 90 and 100 but when i pan the camera around its stuttering and jarring to look at the cpu does not seem to be maxing out and does not go above 50 % usage on either modes. i then switched into dedicated gpu mode and the cpu was using more power like 70 to 80 cpu usage and a better frame rate but its still stuttering even at high frame rate. can anyone help me out or has experianced the same issue . my setting are on high and i use the intel adaptive sync and like i said the only way i can get it to be smooth is to play in 2k with highsettings at just over 60 as if i play in 1080p its juddering .

Try as follows:
1. Limit the FPS instead of leaving it unlocked. Try 60, 90, or 120 FPS and check which gives the smoothest result.
2. Test Adaptive Sync / V-Sync settings. Try disabling Intel Adaptive Sync temporarily and test again.
Which Nvidia graphics driver is now installing on the laptop?
Does the problem occur after any driver update or any changes?

No matter what I change I cannot get a smooth experience from the machine, the only thing that works if I set the screen to 60hz and put vsync on in game its like the adaptive sync is not working its driving me insane I have even set the computer back to factory default and its still doing it even with different nvidia drivers. As soon as I pan the camera slowly on any game not just cyberpunk I can see it juddering slightly and it looks rubbish.
