Considering analog TV is obsolete in the US as of 3 years ago and that device is about 7 years old it's unlikely W7 drivers could be had or ever would be for it.

Are you attempting to use it connected to a cable system?

US went to digital over the air in June 2009 so that device was rendered obsolete and useless at that time except for use with cable or digital/analog converter. For over the air you would need to buy a newer digital TV device.

I'm not in USA.

I'm locate in Georgia (the republic of georgia). So here not everything has gone to digital...

I have found a solution to my problem...

I have another laptop the older one with Windows XP 32. Seems on it the tv tuner should go, but I face another problem...

I do not have CD and serial number for the software to have the tuner on.

Where should I download the soft? or where should I get serial?

Serial number is on the driver CD for those old TV tuners. Have you read this yet?:
