What anti virus programs are you using? Sometimes they can get in the way of things, even the windows built in one.

I’ve disabled all anti virus. That’s a plague in my experience.
I’ve already confirmed the issue remains exactly the same with Defender enabled as well as completely removed via DefenderControl.
I’ve spent many hours staring at the processes and services as I run games. I’ve disabled everything possible without hurting my functionality. Some (including ICUE, Defender and all monitoring tools) seem like they’d help when disabled, but don’t. I leave them disabled anyhow to rule out and possibilities.
GPU drivers are installed with NVCleaninstall and GeForce Experience has never been installed. I’m very particular against bloatware so I don’t think I’ve missed anything. I hope, though.

What bios version are you using?

Its on my motherboard too, bright computech make usb devices and hubs. You could open event viewer and see what error messages there are.

Maybe I am crazy. I swear this wasn’t present before.
What do you see on board explorer?

I know they make hubs and devices but I’m not sure why this is acting like it’s plugged in. Not as a hub.

Is on Every MSI Board with RGB connectors

As to the stutterg Best bet is try Differnt USB ports or if using Virtual Desktop Streamer
try setting below

I use the PICO 4 and thes setting seem to work OK on a Full AMD Build

As to the stutterg Best bet is try Differnt USB ports or if using Virtual Desktop Streamer

The VR stutter happens on AirLink / VD (with your suggested setting enabled) as well so I don’t think it’s particularly the USB ports I’m using. The stutter I see in windows has me more concerned than the VR performance. I don’t see VR working properly until windows does. There’s not a setting I haven’t tweaked regarding the headsets. It is not ASW but I disabled all traces of that anyhow.

Once more, that MYSTIC LIGHT device was not here before. I know that for a fact. Now I can’t get rid of it. That’s what confuses me the most. I’m just assuming this has something to do with my issues but it’s likely a completely separate entity from what you folks are saying.

I’ll probably just replace this board out of frustration being that the stutter still exists no matter what I do. Thank you so much for the thoughts!

Do you have TPM enabled in bios if so can you try with it disabled
I'm guessing you on BIOS 1.2.0.6 or 1.2.0.7 both of these BIOS should have resolved the stutter you see in Windows if TPM is on

Yes I’ve tried disabling TPM and have confirmed the TPM 2.0 device disappears once completed within bios. I’m also on the newest bios shown above - v1j.
When I first discovered that TPM issue online I was very hopeful. I didn’t see any change though whether enabled or disabled.
Great idea! Really thought this would be it too.

Nothing on my board explorer, that said it doesn't notice my mouse either lol.

How about disabling Global C-state Control in BIOS and set Power Supply Idle Control as Typical Current Idle?
BIOS > OC > Advanced CPU Configuration > AMD CBS > Global C-state Control > Disabled.
BIOS > OC > Advanced CPU Configuration > AMD CBS > Power Supply Idle Control > Typical Current Idle.

Yep may I set mine that way as well as Spread Spectrum is set to Disable>> OverClocking\Advanced CPU Config
