Msi x670e Gaming plus wifi Gen 5 issues with RTX Asus Tuf 5090 OC

Specs:
9800x3d
Msi x670e Gaming plus wifi latest bios (7E16v1A4(Beta version))
64 GB DDR5 ram (F5-6000j3040G32GX2-TZ5NR)
Seasonic vertex gx 1200 watt with 12v 2x6 cable
WD SN850x 4 TB m.2 installed in m.2_1.
Asus TUF RTX 5090 OC (latest driver 572.75)

Problem scenario:
When booting into windows 11 under setting AUTO for pcie slot 1, there will be massive amounts of mouse cursor stutter, and general desktop lag as well as the monitor losing display port signal.

Problem solution:
Manually setting the pcie gen to 4 will fix this issue, manually setting it to 5 and the issue will reoccur.

Questions:
Does anyone else have this issue on the new 50 series GPU with a msi motherboard on latest bios? I have seen some Reddit posts who do.
How do I file this as a bug to msi bios development team?

I had the same problems with asus 5080 astral. Replacing with VANGUARD solved the problem. Most likely the matter is in pci e training. So try updating the bios of the board or change MB to asus/gpu msi
