MSI Z590-A Pro Motherboard Ethernet and Reboot issues

Hello and thanks for reading,

I recently build a new computer with these specs,
Geforce 660
Corsair RM750X
11700kf
MSI Z590-A Pro
Samsung Evo 970 M.2
Windows 10 Pro

After hooking everything up and installing the BIOS and the firmware from the MSI Z590-A Pro support bracket, I have two annoying issues that I'm stuck on.
The first issue is after the computer is on for >5 minutes, and the computer is attempted to shut down or restart, it hangs indefinitely on "restarting" or "shutting down".
The second issue is the ethernet is very inconsistent. Sometimes when starting the computer, the ethernet is available for 1-2 minutes. Other times, it not available at all.
I have tried resetting the adapter, uninstalling and reinstalling the adapter firmware several times.
It may be worth noting as well, sometimes it will randomly just connect for another few moments, only then to disconnect again. When the adapter gets disconnected (disabled), I cannot enable it again. Usually this is just permanent until I restart.
I also cannot connect to my routers 192.168.0.1 on web browser unless the ethernet is enabled and working.

Any recommendations?

As a last ditch attempt, while I was writing this post the computer was in the process of "reset windows"ing. I'm not sure what caused this issue to occur unfortunately, but if you run into a similar issue, resetting windows worked for me ("reset this pc").

Did you try to use a Windows from a previous installation with an older system?

The Windows was from a fresh install on a usb.

I think one of the recommendations if you are having network difficulty is try forcing speed connection such as 1GB instead of allowing Auto. That would be somewhere like Device Manager-Network-Intel-Properties-Advanced-Speed&Duplex-1G Full. If Auto was the issue, results might vary depending on what the other end of the network cable is plugged into (switch, etc). Of course if the other end is capable of 2.5G then you can try forcing 2.5G. Regarding hanging on Restart or Shutdown, that is something I used to encounter from time to time (not recently and not MSI - sorry I have no specific ideas.
