My 1660 Super Graphics Card Runs at PCIe x4 Speed. Why?

Hello everybody.
Let me write my system specs:

Intel i7-7700K 4.2 GHz
MSI VENTUS XS nVIDIA GEFORCE GTX 1660 SUPER OC 6 GB 192 BIT GDDR6
KINGSTON FURY BEAST RGB 16 GB (2x8 GB) DDR4 3600 MHz RAM
MSI B150 GAMING M3
TwinMOS 256GB M2 SATA SSD
CRUCIAL BX500 240 GB SSD
TOSHIBA P300 2 TB HDD
WD Blue WD10EZEX 1 TB HDD
ZALMAN ZM600-LE 600W PSU
MSI MAG CORELIQUID M240 240MM

My graphics card should run at PCIe 3.0 x16, but it runs at PCIe 1.1 x4.
My BIOS version is B8.
What is the solution to this problem?
Things I tried:
Update and reset BIOS.
Change PCIe slot.
Erasing the pins of the graphics card with an eraser.
Benchmark with RDR2.

at this point check your CPU Socket pins with a bright light and Magnifier especially on the side the PCI-E slot is on for any that are bent and post a image or 2 here for us to double check?

also make sure your CPU cooler is not overtightened as that can cause CPU's newer then 3RD Gen to bend as Intel Made the PCB there on very thin and easy to bend.

After a lot of effort, I completely disassembled my case. I discovered 3 bent LGA pins that my head didn't detect at all. I fixed these and the problem was solved.
