My GPU doesnt work properly

I installed my new GPU and cant make it work properly. After the installation, i tried to download the latest drivers but unfortunately the installation did not go well ( my screen went black after the BIOS boot and tried to resolve the problem but nothing changed and i waited for 4 hours to be sure) so i had to shut down the computer. After this incident, my BIOS would boot normally but my screen go black as soon as it finish. I checked my hardware to try to fix the issue and it did not helped. I dont know how, but i manadged to fix this issue and access to the window desktop. However, the issue continue as soon as I open an application or program. I managed to uninstall the driver and it run fine but the frequency is really low (1050MHz)(and the performance are low 50fps), I cannot change it and my GPU run at 100% (20% for my CPU). I dont think that it is a bottleneck issue because my CPU is a ryzen 7 3700X and when i checked on the internet, others have the same configuration and it run fine for them. Can you do something to help me ? I put some screenshot, if it can help you. I apologise for my english.

Hi, if I wasnt clear enough, my GPU doesnt perform well and when i try to update the drivers, I only have a black screen.
