My GPU is working at 10% of its power and i dont know what to do, need some help FAST!!!

My GPU is working at 10% of its power after factory reset and i dont know what to do.
My GPU is gtx 1660 Ti on a laptop that was bought more than 5 years ago.
it was working fine before it but ive never did a factory reset and i thought it needed one.
I downloaded all of the drivers from msi (2 of them didnt work) site for windows 10 while im on windows 11 (just like before the reset) and nothing changed.
Also after the reset my graphics were generated (or smth like that) by the CPU not the GPU (i disabled the CPU graphics and they r generated by GPU)
It might be the sign to upgrade my setup, but i dont have money rn.

Laptop - GL65 9SD-220XPL

It has 32GB ram and a that was installed in the shop when i was buying it
And a 1TB samsung ssd and nothing is on it rn

i remember that after the reset my laptop wasnt using gpu, it was using iGPU instead, so maybe i have to change smth in the settings but im not sure

Well first of all, go check in Dragon Center if you are either in Hybrid Graphics Mode or Discrete Graphics Mode
If you are not in either of these modes, than switch to one of those modes, then restart your laptop and go check,
if the change was implemented in Dragon Center.

Well first of all, go check in Dragon Center if you are either in Hybrid Graphics Mode or Discrete Graphics Mode
If you are not in either of these modes, than switch to one of those modes, then restart your laptop and go check,
if the change was implemented in Dragon Center.
im in one of them, but i found out another problem:

it says my gpu uses around 10% in the task manager when i play, but in the game bar it says it uses 100%

i tried everything, did like 10 different things from youtube to make my gpu to use its full power, i tried to find a solution to my problem everywhere and i still cant find it.

Download and install HWMonitor, then open it play games for at least 1 hour, then show me a screenshot of it showing,
CPU & GPU clocks, usage, temperatures, powers, utilization, performance and system memory load.

CPU clocks, usage, temperatures, powers, utilization, performance

i just reinstalled windowds and its working again
