My PC works fine but the problem is that as soon as I want to access the BIOS setup, nothing appears. I bought a new processor, the Ryzen 5 5600, so I had to install the latest BIOS update. This is what I did, after the installation, I could access my PC with Windows 11 running. But every time I try to go into the BIOS settings, still nothing though, my motherboard has taken in the new update, new components installed and those USB ports are working fine.

However, your RTX 2060 shouldn't give such a problem, since it's new enough. So this normally can't be the cause. What i would suggest: Try all the different outputs on the 2060. Whatever HDMI, DVI or DP outputs it has, try each one of them, maybe the BIOS will only be shown on one of them. Because it sounds like the BIOS is loaded, it's just not displayed for you.

By the way, i see some other problems with your system:

That PSU seems of low quality and underpowered. You can get away with a high-quality PSU and this kind of wattage. But you're using a budget, low-end PSU, and you don't want to operate those anywhere near their rated wattage, believe me. The voltage ripple would go through the roof, which is not good for the attached hardware. I would suggest a better PSU in the 550W range for your system, read my Guide: How to find a good PSU.

Secondly, your RAM is creating a bottleneck. DDR4-2133 CL15 is extremely slow nowadays. For your CPU to breathe freely, i would replace it with at least DDR4-3200, and DDR4-3600 would be ideal.

Here is something I learned about getting to the MSI MPG CARBON WIFI bios....
A monitor connected via HDMI to a 3090 TI will NOT present the bios screen. It will however "halt" your system if yo are pressing DEL. Best guess is that the BIOS screen is up but not sent to HDMI. Once I switched to Display Port, I saw the press DEL for BIOS.
The advice that USB doesn't load until after bios is done is true if that is set in the motherboard. IF this is true use windows to get to BIOS below.
There is no PS/2 work around. You will need to use WINDOWS to boot into Bios:
Start menu, select Power (
Power button icon
) >
hold Shift while selecting Restart. Select Troubleshoot > Advanced options > UEFI Firmware settings.
