My settings that stopped 0d error on boot and 00 with dram/cpu light on reboot

Hi all,
I've been fighting the whole "can't rebooting" issue on and off since getting my x870 tomahawk wifi. I had mine setup where it wasn't doing it, but then I had to reset my bios due to the led fw update in MSI Centre, and it came back. I reinstated what I thought were my old settings and it went away, so I figured I'll share them here in the hope it might both a) sort it for some of you and b) give MSI some clue as to whats causing it.
I have no idea which particular setting "fixes" it, and I haven't bothered A/B testing each one. I'll try and explain why I've changed each one, again, none of it scientific, and lots of "I think" not "I know"

7950x3d
X870 Tomahawk Wifi - BIOS 7E51v1A51 (My ram OC works with this BIOS with these settings, screenshot of zentimings attached)
Corsair 2x24gb CMH48GX5M2B6000C30 (Hynix M Die)
Zotac 5080 Amp Inifinity
4tb Crucial T500
Lian Li Hydroshift (Also has USB issues)
Corsair Fan hub
RM1000x PSU

Main changes from BIOS defaults(refer screenshot)
Lock PCIE speeds to actual speeds of cards (Gen5 for GPU, Gen 4 for SSD)
X4 mode for USB4 ports
iGPU disabled
Legacy USB Support Auto
ErP Ready Enabled
System Power Fault Protection Enabled
Wake Up Event By OS
MSI Driver Utility Install Disabled
XMP Disabled (I've manually set my ram timings/voltage)
PBO Enabled - Advanced, -5 all cores, Motherboard limits
Global C-State Control - Enabled
Power Supply Idle Current - Low Current Idle
NB/SoC Voltage Override Mode @ 1.3V
DRAM Voltage @ 1.4V
VDDP @ 0.95V
CPU Loadline Calibration Control - Mode 5

Can reboot with no issues now, and cold boot fine with fast boot enabled. Sleep is still broken tho, and I can't wake from sleep.

I think you might have posted the wrong link. That’s error code 10, and there’s no solution in there…..
 
Maybe it's a problem with the BIOS
chip itself, or maybe there was a problem
with the board power supply, so check it out.
Try installing the latest BIOS driver. Please tell me.

Yeah, I’ve had to RMA it. Won’t get past 00, and can’t even flashback it with nothing in it.
 
Then,
try a cold boot test by completely turning it off and on once in the default BIOS state.
Or, you can also try resetting the BIOS.
First, disconnect the garden line,
remove the battery from the motherboard, and reboot while holding down the power button for 10 seconds.

I’ve already RMA’d it. Bios Battery was removed, external and internal reset buttons tried. As I said, it wouldn’t even bios flashback using the button and usb drive in the back.
