New P55-GD85 No Power

I upgrading my current system with the following components:

MSI P55-GD85
Intel i7 870
Crucial 2x2GB DDR3-1600

The existing video card (XFX 8600GT) is being used temporarily, and I am using my previous (and known good) power supply (Antec Neo HE 550W).  I have several drives, but have not yet connected them. 

I have put the system together but it will not power on.  If I press the power switch on the case, nothing happens.  If I press the power "button" on the motherboard, a blue LED next it lights up as long as my finger is on the button.  Nothing else happens.  No fans, no additional lights on the motherboard, nothing...

I have connected both the 24pin ATX connector and the 8pin 12V connector.  I have tried each piece of memory independently and in each slot.  I have removed the CPU and verified that there are no bent pins.  The CMOS reset switch not set to clear.


Is there anything else I can check or should I consider the motherboard DOA and return it to the vendor?
 
Test the board outside the case on a non-conducting surface with no connection to the case whatseover.  Test in barebone configuration (CPU, one memory module in the first black slot, video card, PSU Connectors, keyboard).  If nothing changes, try with a different PSU.

Oh, and please >>Clear CMOS<< before the next start-up attempt.
 
The P55-GD80 will not power up at all with the Antec Neo HE 550.  I have tested the Antec with 2 other computers and it works fine.  I  borrowed a Thermaltake 500 and the GD80 works fine.

Any ideas?
 
I did try the system installed outside of the case, and it made no difference.

The fact that it works on the Thermaltake PSU is ok, but it doesn't solve the problem.  I have a perfectly good power supply that works with other computers, but not this motherboard.  I have to return the Thermaltake to its owner, which means, if I keep this motherboard, I need to buy a new PSU.  How should I know which PSU I should buy if some perfectly good power supplies just won't work with the MSI board?

What other computers?  What configurations are we looking at here?  Different system configurations have different needs in the moment of power-up (different inrush currents).

How should I know which PSU I should buy if some perfectly good power supplies just won't work with the MSI board?

How do you know that these PSUs are really perfectly good?
 
On this forum we've seen far too many Antec PSU's that are not "perfectly good" as some people think. To many failures to properly power the system with that brand in that power range. A Corsair VX450W +12V~33A would power yours just fine.
