Odd Boot Sequence

When I power the system, the initial motherboard screen shows up and then it says: "Reboot and select proper boot devide or insert boot media in selected boot drive and press a key."

If I plug the USB in and press a key, it shows the same message. And if I reboot with the USB in, it shows Missing OS.

Is this a PSU issue?

GPU: XFX 5770
HDD: 1TB Hitatchi
PSU: OCZ GameXStream 850W
3.3 - 30amp
5 - 30amp
+12V - 20amp
-12V - 1amp

MOBO: MSI P55 GD-80; BIOS 1.4
CPU: i5 750

Is this a new build with no OS on the HDD? Is there any reason you have all of that hardware listed twice?
