One of the fans doesn't work properly

Hello, well, this problem started quite a while ago and only now I got a chance to write here. 
I have the MSI prestige series laptop (PE70 6QE). So i use it for business and for gaming at the same time. The laptop is working perfectly, however around 3 months ago I saw that one of the fans, which are behind the laptop, stopped working properly. By that I mean the left one is working always (I can feel the air comming out with my hand), while the other one is not working in the normal conditions (when I don't play or work). However it starts working slowly either when I start playing games, or when I turn on the "BOOST" fan option (the button on the laptop), with it both fans are working on full speed. However laptop is getting much warmer nowadays.
Why I am texting this problem here, because when I bought the laptop, both were working fine. So what should I do now ? 
I moved from the city where I bought it 8 months ago, however I still have a warranty.

Use latest Help Desk to export the system info and post the text information in here.
 

Besides, I think you might talk about the dGPU fan. It will only work when Nvidia GPU is enable.
 
Here is the exported info from the Help Desk.

I am not sure what exactly is this fan. There are two holes behind the laptop for two fans, so basically one of them doesn't work, untill I turn on the Boost mode. And again, texting this because before both of them were working fine.
