Over current has been detected on your USB device, B450 Tomahawk Max

I am experiencing the over current issue, I did remove all parts that are not required to boot and tried to boot outside of the case. I did examined all the pins/blown dust etc. I have also removed the battery to reset the CMOS and tried booting without the batter at all. At this moment I have no idea what else I can try.
The issue doesn't happen if I remove VGA/RAM, but I guess at that point it doesn't even get to the boot part (as instead the leds for VRAM/VGA turn red).
