Overclocking ram or cpu

this is my system in order to get more fps in cs2 i want to overclock one of them can you guide me citay?

Yeah, it's possible that it needs some topping up.

Personally, I'd start with a thorough cleaning of the radiator and the front dust filters of the case. You can do this with an old paintbrush (to loosen the dust more easily) and a vacuum cleaner held to where you're brushing. Alternatively, if you have a can of compressed air or some kind of air blower, take the whole rig outside or onto the balcony and blow the dust out that way.

So where are things connected? Where do the pump and the radiator fan cables go to?
ok so idk wtf js happen i was trying to fill it and then the plastic thing was stuck when i was pulling it real slowly it doesn't drip that hard but yeah it still drips a little bit slowly any idea what to do am i screwed?

So the tip of the bottle has broken off inside the filling port, or what has happened here? Well, then you need to remove the plastic bits, and the filling port needs to be closed properly again with the screw. No dripping of any kind, otherwise you have a problem, not only can the coolant escape, but also drip onto your hardware.

I can still see the radiator fins being quite dusty. I would've cleaned all that first and see what impact that has.
