PC restarts after Intel C-State enable P55-GD85

Hi all, I hope for your help...

My problem is that Turbo Boost Tech is not working properly without C-State enabled, but when i enable it in BIOS and restart, it comes to a OS welcome screen and after few seconds shuts down and then restarts again.
Other BIOS settings is:
Green Power
- Phase Control: Enabled
Cell
- CPU Feature
- - Intel EIST: Auto
- - C1E Support: Enabled
- - OverSpeed Protection: Disabled
- - Set Limit CPUID MaxVal to 3: Disabled
- Intel EIST: Auto
- C1E Support: Enabled
- Adjust CPU Base Frequency (MHz): 133
- Adjust CPU Ratio: 20
- OC Genie Operation: Disabled
- Over Speed protection: Enabled
- Execute Bit Support: Enabled
- Intel Turbo Boost: Enabled
- Virtual Technology: Enabled
- VT-d Tech: Enabled
- Auto Disabled PCI Frequency: Enabled
- VDroop Control: High VDroop
- Spread Spectrum: Disabled

Without C-State enabled it works fine, except turbo boost increases multiplier only to 22 with no matter 1 or 2 or all cores loading.
In safe mode everything works fine too/
I am already tried to reset BIOS settings and flash latest BIOS.

your Over Speed protection is enable or disable?

maybe you try to set to disable.
