PCIe card - Windows won't start

Hello,
I have new MSI MPG Z490 Gaming Carbon WIFI motherboard which was working fine. (Windows 10 64bit pro and Intel I-5 10400) I have installed the extension USB3 card Inateck KTU3FR-2021 REV-2 to the PCI-Ex1 slot and windows did not start. This card was working in my older computer before. When I removed the card the computer still didn't start so I had to troubleshoot my Windows and lost a lots of settings I had before. Does anybody has an idea what could be the reason of this problem and what should I do? Is it possible I totally broke anything?
Right now the computer is working fine without the card.

Have you tried the card in another PCI-E slot?
What debug led shows when you can't boot?
BIOS version of mainboard?

Thank you very very much for your response. To be honest this is my first computer I have ever build and there is a lots of things I don't understand.
After a while I found out strange thing. The reason why my system came to the INACCESSIBLE_BOOT_DEVICE was not the card I have installed. Later on it has happened again and the only thing I did was rebooting the computer. Today I have installed the card again and it works. Now the question would be why my computer came two times to the same stage. It looks like there is no problem with the motherboard rather somewhere in the Windows since both times I had to recover my system to the stage when I had to set up a lots of stuff again. Any idea would be appreciated
