Power limit on MSi Radeon RX 6900 XT GAMING X TRIO after restart/shutdown is 0%

Hello,
I have problem with my gpu last month: power limit value isn't saved after system reboot or shutdown in AMD adrenalin driver. Power limit greyed out and 0% in AMD Adrenalin driver and other apps since installing driver. I tried this steps:
Disabled fast boot in Windows,
DDU in safe mode and reinstalled latest driver,
AMD Cleanup Utility and reinstalled latest driver,
Pressed Apply Changes after changing fan, frequency and voltage tuning controls,
Reset Settings to "Default",
Reset Settings to "Default" and started a fresh profile,
Flash last bios on my gpu from MSi by AMDVBFlash 3.31 for Win 11,
Flash bios on my MB B550 Tomahawk to v.7C91vA8 by M-Flash for Win 11,
Update my OS from Win 10 to Win 11,
Clean install Win 11 with last drivers with B550 chipset and AMD gpu,
Download latest updates for Win 11,
Disabled and uninstall MSi Center and MSi Afterburner when system starts and system reboot,
Change settings in power options Win 11 on balanced mode or high/maximum performance,

So my power limit on my RX 6900 XT is only 0% after each PC restart or shutdown. I tried write to MSi support or AMD community forums but without succcess. Is it possible that AMD Adrenalin driver doesn't match with MSI Center (MSI Center SDK) or it will be hardware problem?

So do you expect power limit settings being applied in Afterburner without Afterburner? That doesn't work Afterbuner can't apply permanent settings. It needs to run for settings to take effect.

I expect that increased power limit will work (hold value) even without the Afterburner in AMD Adrenalin driver (Power tuning), is it an error of msi or AMD?

Pretty sure it is a Windows Problem or AMD as I have similar kind of problem if I have a OC set on my AMD Sapphire Pulse RX 6800 it will reset to default at next boot up, Seems Windows is not happy with it having a OC on it at boot up, but as to why it is happenings I have not worked out.

What error? No, Afterburner settings depend on Afterburner running, period. Furthermore AMD driver oc settings are not meant to be permanently applied on boot anyway. There is no error, especially no "MSI error"

I don't use OC settings with this card on the contrary, I reduced frequency to max 2409 MHz with moderate undevolt (60-75 mv) and I added a max power limit. This is frustrating, it worked fine on the reference RX 6700 XT and RX 6800 from MSi too.

Well I guess I should have said any Manual Tuning can be reset on a Boot up. and if you setting over 2300MHz your over Clocking as I think Standard Boost is 2250Mhz and 2409MHz is over that.

Also Setting a Under Voltage is also classed as Over clocking

It will work OK for a bit the Manual Tuning setting will be kept but then there is a Update and it gets broken again and you have to set it up every Windows boot.

Of course I know it...after every PC restart, my power limit resets back to 0. Manual Tuning settings will be kept but not power limit setting. So when also setting a undervolt is also classed as overclocking, why was this setting it kept with the other models of cards??

I don't have a MSI card and yet I still have problems of Setting being reset for no good reason.
About all you can do is see if MSI support >>How to contact MSI.<< can shed some light on it or perhaps over on the AMD support site.
I prefer Sapphire for GPU and have had Mostly Sapphires Cards since about 2002
I would get MSI again if I went back to a Nvidia GPU.
But AMD has not had the best Software support, the hardware may be Good but Software needs work.

Problem solved, I did the following in AMD Adrenalin Edition panel: Settings - tab Graphics - Advanced - Reset Shader Cache & all works as it should, the set value of the power limit always keeps
So for the future, I will prefer AMD card only from Sapphire - I had no problem with this manufacturer.

What works in Adrenaline driver or not has zero to do with the card's manufacturer be it MSI or Sapphire (though there will be no discussing or advertising competing brands anyway).

What you think is irrelevant. This problem occurred since I started using this sh*t MSI Center, but the rgb on backplate from MSi card was really unbearable.

Well now your on to a third software make up your mind what software you have a problem with. Or go back to NVidia
Like I said AMD have problems with the Software Hardware be good IMO software not so go.

I don't doubt that Nvidia has the power, but for me it's just a like "thermometer." I think that the next gen will be even less efficient
