Also, I notice ridiculously high VCore spikes during benchmark run (>1.45V) which causes CPU to boil (95-97°C)
Go to BIOS settings > Overclocking > advanced CPU configuration
CPU lite load control - Normal
CPU lite load - Mode 1

Overclocking >DigitAll Power

CPU Loadline Calibratrion Control - Mode4

Overclocking > CPU features

Intel Virtualization Tech - Disable
Intel VT-D Tech - Disable
(Enable if you run virtual machine application like VirtualBox)

Save changes.
 
Also, on ASUS boards, i saw vcore bursts caused by Asus multicore enchantments. This is an extra manufacturer boost, that is enabled at stock, and can boost a 13900K up to 6GHz... at stock :)
On the MSI boards, it's called MSI enhanced boost ( or something similar. it should be under cpu advanced settings, right below Intel extreme boost 3.0 setting). Disabling that might fix your vcore going crazy.

This helped with VCore spikes indeed, keeping it max at 1.25-1.27V, however I still have quite low value in CB R23 (now under 21k). To my surprise, CB R20 shows me that Effective Frequencies for both P/e_cores are maintained during the test and the score is similar to what I have seen from reviews... Can this be issue with CB R23 only?

CPU Cooler tuning - water cooler

Overclocking > CPU AVX Control

AVX suport - enabled
CPU ratio offset when running AVX - 0

Overclocking > Advanced CPU Configuration

Hyper threading - enabled
Long duration power limit -(type) 4096
Long duration maintained - 128
Short duration power limit - 4096

Save changes.

At this stage of bios updates, can you confirm if i can undervolting the cpu with adaptive+offset / cpu lite load / power limit without performance drop ?

According to chart in this post, that combination should have the option where you can set IA CEP to Disable.

Update: that thread has new post today pointing out that undervolted 13500 works with MSI Z690 (without performance drop) but may not expose any BIOS setting for IA CEP needing change.

There's a new BIOS update for the Pro Z690A DDR4

 
The latest two BIOS updates for PRO Z690-A WIFI DDR4 cause the following issues on my system:
7D25v1C (2023-05-19) - GPT header missing/corrupt. See https://forum-en.msi.com/index.php?threads/gpt-header-missing-corrupt.386631/
7D25v1D (2023-07-13) - Drives on Startech PEXSAT34 4-port PCIe controller go missing. I suspect the expansion card is a victim of the SATA changes in 1C.

I recovered by flashing back to 7D25v1B (2023-04-07).
 
New bios update 7D25v1E has been uploaded.
7D25v1D has been removed. Looks like the only change was the Intel bug fix. Has anyone noticed any changes with overclocks?
 
On PRO Z690-A WIFI DDR4 the 7D25v1E (2023-09-12) BIOS has the same issue I first reported in 7D25v1D, which I see is no longer available. The only BIOS I am able to use is 7D25v1B (2023-04-07) .
