I've been trying to enable wake-on-LAN for my PRO Z790-P WIFI and have enabled the this along with a variety of any other settings that looked like they were related to WOL, but although the NIC has link when I'm in the BIOS, it does not remain up when I shut the PC down. I'm not sure what I'm missing, but the NIC has to have link to work for WOL when the PC is off and I cannot get it to maintain link in an off state regardless of WOL setting. Any ideas?

Settings/Troubleshooting Steps I've Tried:
-Updated the BIOS to 7E06vAF
-Advanced > Wake Up Configuration >Set Wake Up Event By: BIOS
-Advanced > Wake Up Configuration >Enabled Intel CNVi
-Advanced > Wake Up Configuration > Enabled Resume by PCI-E/Networking Device
-Advanced > Integrate Peripherals > Network Stack: Enabled

but although the NIC has link when I'm in the BIOS, it does not remain up when I shut the PC down.

Nope, no need Link [green] to able works. (other orange lid is enough)
Have you actually tried it to see if really doesn't works?

FYI:
I just test it on the same platform on similar board [MSI MPG Z790 CARBON WIFI]
and there is no issue to Wake It from sleep or from complete power off state.

For complete power off:
you no need Windows or any OS at all,
you can shutdown the PC directly from BIOS Setup (for example) by press and holding the power button,
then you can wake it just fine from another PC or device on network by sending the magic packet.

Have a try it, then we can do a troubleshoot further if really doesn't work for you.
But have a try it 1st.. don't judge that doesn't works because some light on the NIC doesn't lids when it's turned off.

make sure to close the Windows Firewall
have you tried to disable the firewall?

Nah, this doesn't matter, the PC is off (either sleep or power off) when need to be awaken,
so apps doesn't run when the PC is in sleep or off state,
and they can't affect the wake signal since the system is turned off.

I think only PCI-E/Networking device is required. Network stack, CNVi you can keep them off.

Yep, only that one, no need others.
