Problem with reboots when EXPO is enabled

Hello!

I have a recurring problem that I can't seem to solve on my own and hope I can get some help here.

I am experiencing problems with reboots when EXPO is enabled.

If the PC has been turned off, it will start as it should.

The problem only applies to reboots (installing updates is a nightmare).

I have had the system for almost a year, everything works except that it is not possible to reboot.
At reboot it gets stuck on the yellow LED which indicates that RAM could not be detected or failed. Left the system on for about an hour, no change.

Ran memtest with zero issues.

I flashed the latest BIOS 7D67v1E9(Beta version) yesterday but that did not solve my problem.
PC Specs:
CPU: 7800X3D
MB: PRO X670-P WIFI
MEM: Corsair 32GB (2x16GB) DDR5 6000MHz CL30 Vengeance RGB AMD EXPO (CMH32GX5M2B6000Z30K)
GPU: RTX 3080
NVMe: 2x Samsung 970 EVO

I was having trouble waking up from sleep and rebooting with my x670e tomahawk. I set the NB/SoC voltage to 1.2V and was able to reboot. However, waking up from sleep still failed.
I also tried disabling EXPO and overclocking the DRAM, but neither helped with the sleep issue.
 
Hello guys, I did what "fredrik8801" did.

Thank you! This solved my problem, with yellow led after restarting and no boot from restart.
Shutdown/ power-on was ok from the begging.
Note for beginners like me, after you set override for CPU you have to type the number manually there isn't going to be an option to select from, also for the others, just type the numbers by hand.

Unfortunately didn't fix my issue. Sleep mode is still broken
 
Setting the NB/SoC voltage to 1.2V worked. However, now that the voltage has been set at that, my usb devices are now unstable and intermittently disconnect (wireless mouse, keyboard, and headset). Any solution for this as well? Still unsure whats causing the need to manually set voltage. My current theory is a windows update broke how the mb talks to the rest of the system and not enough voltage is being used causing the hanging of the system on reboot (yellow light and constant cycling to reboot sound going off-high pitched squeak noise for me)
 
For anyone who is still having the same problem: setting CPU NB/SoC Voltage to 1.2 in BIOS solved it for me.

Procedure:
1. updated BIOS & left everything on default - rebooting worked
2. re-enabled EXPO and set CPU NB/SoC Voltage to 1.2 in "override mode" i.e. manually override what EXPO suggested for CPU NB/SoC Voltage
3. ran memtest86 for 8 hours to make sure RAM works nicely
4. re-booting now works like it should. no issues.

What's really weird: this build (MSI project zero B650M, G.Skill Flare X5 32GB Kit DDR5-6000 CL30, 7800X3D, ATX 3.1 PSU) ran perfectly for almost a year - 11 months - with the BIOS it came with out-of-the-box and EXPO before the re-booting issue occurred. I have no explanation whatsoever what changed or why this suddenly started to happen.

Sorry for the late reply.

No, USB is working fine, as it should. In fact I've not had a single hiccup whatsoever with my system after setting CPU NB/SoC Voltage.
