Problem with the Core Multi of 21

I have the newest bios, the 1.44b4, and for some reason when I go into them and set my BCLK Multiplier up to 21 instead of 20, (which it will let me move it to 21 with Turbo off and C-state and all that stuff off) it will work and boot.  I am running 3511.6 Mhz Core spd, with a 175 BCLK.  But for some reason when I set the ratio to 21 and put the CPU under load, either LinX or Prime 95 the ratio falls back down to 20.  Now I have Turbo Boost off, and HT on, and all my voltage default, not auto but default, expect the core which is 1.216V.  SO I do not know why the Multi is going down to 20 under max load.  When the mutli is set to 21 the core volatge also kinda sets itself about +0.02 volts more when it is under I would say 75% load or less and then when it goes back down to 20 it is again 1.216V.  I also would like to know about my QPI voltage.  I do not get a reading in BIOS for voltage so I do not want to mess with those yet until the new beta bios hopefully have a real time reading so I know 100% what they are.

Off topic, but at least now we know the story on the QPI V., & can concentrate on getting a third party utility. The part about 'no sensor circuitry' is disturbing tho. Even a third party utility may be useless? I certainly hope not.

Another MSI Tech reply about Software QPI reading,

"We are sorry to say that we can't help on this issue.
Hardware layout limitation.
And 1.12V for base QPI (I7 920) is accurate. "

In Turbo mode, mainboard changes CPU voltage automatically, i dont want it. I want use my own voltage settings in each situation ! How can i block it ?

i7 920
MSI Eclipse - 1.4B4 Bios

your voltage will always changes a little bit.
you can turn off C1E in the cpu features.(advanced bios settings)
disable EISt and put one extra multiplier manually from 20 to 21 cpu ratio = same effect as turbo.
disable C-state.
