Like it says in the title.

Even if the svm cpu flag is present, this still doesn't enable full virt. if it isn't enabled in the bios, and there is no way of checking if it is, by default.

Ignore the Tool attached above, it will not work for you since you have AMD machine.
Checked  BIOS ver. 1.19, SVM default flag is Enabled.
