RTX 2060 Super Gaming X Thermals

Hello I was hoping to get some advice regarding a problem that has recently started occurring with my RTX card. Lately under any form of more intense games the fan goes berserk starting at roughly 69 to 71C- the thing that has me wondering is that on Afterburner it shows the fans at usually half speed but the tachometer is showing 3500 to 3600 RPM in sporadic bursts of speed.

I've already dusted out the case, used DDU in safe mode and reinstalled the drivers, reseated the card and several other "supposed fixes" to no avail.
Is this anything I can fix or is this something I have to RMA for?

71C is still in a safe range.
If it's still under warranty, check with MSI if you can repaste the card. >>How to contact MSI.<<
If it's not, then just do it.

Was given the go ahead by MSI, a new coating of thermal paste has dropped temperatures by an average of 7 degrees so far. Fingers crossed it holds. The strange thing is the MSI paste was really slick in the center when the card was pulled apart except for the corners which were badly cracked and missing quite a bit of coverage.
