Is anyone else having this issue with this graphics card model?

do you have other 3rd party software that might hijack control over RGB as well? SignalRGB etc or Windows Dynamic Lighting, make sure you disable them all.

The only software I use for RGB is MSI Center 2.0.71.
I tested an older version, 2.0.13, but it was impossible to control.

Have you tried to use Clean Center Master to completely remove old MSI Center and test with v2.0.71.0 again?

Are you able to install it in English?
We've seen odd bugs when Windows language is non English, some software may play up.
