RTX 4070 Laptop GPU never reaches 115+25 watts

I have an MSI Sword 16 HX B14VGKG with an RTX 4070.

I was under the impression I would get at least 115W + 25W Dynamic Boost but no matter what game I play or benchmark I run it even at 100% usage, I only seem to get around 80-100W even with an OC applied and on extreme performance in MSI centre and prefer performance in the nvidia control panel

Drivers all up to date

Is there any way to reach the said 115 + 25W? I also no longer see any dynamic boost option to turn on in the nvidia control panel. Something about a 2.0?

I have seen some other brand laptops reaching this so was wondering how I can do the same for an MSI laptop

Any way to bypass this and get the full watts promised?

First of all the RTX 4070 in your Sword is 90+25W, you can decrease your PL1/PL2 in your BIOS to 45/50W to get more often between 90-115W.

Is this for all RTX 4070 Mobile GPU's or only the ones in this specific laptop? As I have seen other brand laptops with the same GPU reaching 140W with Dynamic Boost

I have done some underclocking on the CPU via the BIOS, could you guide me on where to find the PL1/PL2 settings in my bios where I can set them to 45 and 50? Also will this have an affect on FPS? Increase/Decrease?

The manufacturer decides how far it can go. The GPU and the cooling system have to be "compatible".
You can try to tweak it but then ........ How to cool it. More energy in - more heat out.

Some laptops can go higher, as for in the BIOS read the thread.
