rtx 4090 suprim x power limit problem

Hi, I just bought a reconditioned Rtx 4090 Suprim X and it comes with a 3x8 pin cable and in msi afterburner the power limit doesn't go up more than 100%, could the cable be the problem?
The solution would be to buy one of 4x8 pins?
 
I believe the following to be true.
Total power to the card is = 75W from Pcie Slot + the additional connectors. So 3 Pcie plugs plus the slot provides a theroetical maxumim of 525 Watts. You don't need the 4 plug adapter.
 
If you have a quality PCIe cable from someone like Cablemod, each PCIe cable from the PSU can supply up to 300W so you can get by with one that has only 2 plugs, any beyond that are for redundancy. I still used one of their 12VHPWR to 3 PCIe plug connectors for my 4090 Suprim for the extra redundancy on my card and have had zero power issues with games or any other higher power draw task. The better quality and gauge of the wires are what make them able to supply more power power per plug.
 
Well, with the 3-wire one, the power limit did not exceed 100% and when I put the 4-wire one, the power limit reached 108%.
The graphic is reconditioned, maybe they put me a low quality cable

if your PC's PSU could handle it what the 3 Cable one was missing is the 600W Ground on the top Hat of the connector that would let it pull more power as the 4 pins on the top of the +12vHPWR connector are positions for 4 Grounds to say what amount of power it can pull.
