Steam always showing 24 hour clock and thinks Internet isn't connected (sort of)

I have a Claw 8 AI+ and have been having some weird behaviour from Steam for a while now. For starters, it always shows the time in 24 hour format, regardless of what the setting in Steam is. This is annoying, but not a huge deal. The bigger problem is that Steam always thinks there's no wi-fi connectivity...sort of. The indicator that shows wi-fi strength in the client shows not connected and sometimes when you launch Steam, it will sit at "Waiting for network..." and you have to restart it for it to login. However, it will still download games and the like, though it will sometimes (but not always) fail to cloud sync saves and sometimes will show me as offline in the friends system.

I'm running the latest Intel wi-fi drivers from Driver & Support Assistant and I've tried removing them completely and reinstalling them from scratch. Same with Steam. Nothing's helped.

I've asked in the Steam forums to no avail and Valve support is useless. Curious if anyone else has run into this and figured it out as I'm sure MSI support won't be much more help.
