Steam won't connect to internet on initial download, unable to update due to no internet connection

Hi HELP PLS

First time user here, i have bought a MPG AS trident 14 gen. I have no experience with gaming PCs.
I have tried to download steam, upon opening the application it says checking for updates. An error message then comes up and says unable to connect to internet check connection.
Wifi is connected and working well, check with fast.com. I can't work out the reason why even after reading many threads on various forums.
I have noticed in norton 360 for gamers it cannot connect to a secure VPN is this what is blocking the program from connecting to the internet?

Side issue, are the CPU fans only meant to run once reaching a certain temperature then they kick in. Or all the time?

It is possible norton is blocking all connections unless whitelisted. I haven't used it in over a decade though so can't tell.
I would uninstall it and see if you still have issues.

Not entirely sure about CPU fan setup though. It's possible it runs only when it hits certain temperature.
