Stuck in BIOS or Blue Recovery Screen -- Won't Boot to Bootable Windows 11 USB

I'm new here, desperate to find a solution to a problem that came out of nowhere on my daily use Windows 11 desktop. I built it almost 3 years ago by carefully following online instructions, but I am not a super advanced user. Any insight is much appreciated!

This is how things currently stand:

Windows 11 will not boot.
(Issues began with sudden shutdown last week possibly following a Windows security update, then a day later there were repeated automatic repair restarts, then WinRE repair/uninstall/etc. options failed, then tried to use cmd to repair system files which stabilized it for half a day, but then big sudden shutdown happened that I didn't witness and now booting has been impossible for days.)

I get this blue Recovery screen, with assorted error codes. Clicking F8 leads to Startup Settings page of options, pictured below, but selecting them does nothing but immediately send me back to the original blue Recovery screen.

I have made multiple bootable USBs, using Windows Media Creation Tool and Rufus, but cannot get any of them to boot into Windows setup so I can try to repair the existing Windows 11 installation on my SSD

I have tried disabling Fast Boot and Secure Boot in BIOS.

The BIOS has recognized all of my bootable USBs as bootable options but just won't actually boot off any of them, even from F11 Boot Menu. It goes to black MSI screen, giving me hope, but then goes to the same blue Recovery screen.

After clicking a Rufus Bootable USB in the Boot Menu, I videoed this super quick flash of text in case it helps find the problem--here is the screenshot:

Also, I was on an old BIOS version and used the M-flash method last night to update it to 7D251N, but it made no difference.

Unplug your Power supply for 15 to 20 minutes
Plug it back in and power up the PC. With a bit of luck, this will boot to Windows without getting caught in the Recovery loop
If it comes up with a shutdown error, select Exit boot to Windows

if problem persist, maybe you could get that hard drive using another system if you need backup for impt files and
then just reinstall everything??

I appreciate the tip. No luck, though; just more of the same, unfortunately. No matter if I attempt booting from the SSD or USB, it always ends up at that deadend blue Recovery screen where there's nowhere to really go but to BIOS.
The MSI EZ Debug lights don't indicate a problem, but a friend has suggested removing the SN770 to see if a bootable USB then successfully reaches the normal Windows Setup screen. If my collection of bootable USBs still fail, then maybe it's RAM related?

Go get another PSU to try. (quality and powerful enough).
(your current one is probably broken/defective)

And you also may need to repair/re-install OS again after that,
if the OS is currently already broken and corrupted due to those HW instability issues.
[unexpected instant shutdowns]
