Sys_fan3 not working

What is suppose to be that be problem on my board which MSI B450 MORTAR TITANIUM WITH LATEST BIOS my sys_fan3 has no power but not literally is dead I have a three fan that connect on the system fan 3 using splitter, THE FAN BRAND is ID_COOLING XF_12025 RGB THE LAST FAN HAS NO POWER WHEN I USED SPITTER ON THE FAN 3 CONNECTOR AND IF ONE FAN CONNECT ITS NOT GOING TO POWER THE FAN

you can start by checking whether
1. it is a BIOS problem -- flash to different BIOS and see if same happens
2. it is a fan problem -- connect 1 fan without splitter, look like you already did? or try different fan
3. it is BIOS/SW settings problem -- make sure you don't disable sysfan3 by any chance either in BIOS or OS

1.My bios lately is A.A but on latest bios I have no power when using splitter or single fan,can I downgrade any version??

2.fan has no issue I try to system fan 1 and 2 everything is alright

3. I dont disable the system fan 3 but it's not working anymore, but when I plug in on sys_fan3 it's a bit intended to rotate but I guess not enough power to rotate,it's moving trying to rotate

don't look like you have the latest BIOS (if your motherboard is B450M Mortar Titanium)

and on A.C BIOS version, it says
- Improved system SMART Fan function
