System Fan Header ignoring step up time setting on B650 Tomahawk Wifi

I have a B650 Tomahawk Wifi and noticed a weird behavior on my System Fan #4.
No matter what step up time I set for the fan on this header in the BIOS it is completely ignored and the fan ramps up way too fast as if the setting was on default 0.1s.
I'm using the latest BIOS (the problem occured on all previous versions too) and I have swapped out my fans to confirm it is indeed the header and not the fan.
All the other System Fan headers, the CPU Fan and Pump behave normally as they should.

By latest BIOS do you mean 7D75v1P5 (from MB website)? Have you tried both PWM and DC mode?

I'm using the latest released version that isn't labeled as "beta" so 1D75v1O.
And it shouldn't and doesn't matter whether the fan is set to PWM or DC (I'm using PWM though).
