I am not able to charge my MSI MODERN 14 laptop through type c port when my laptop is in shutdown state. But it supports charging when my laptop is on. I have updated BIOS and also performed EC Reset. My laptop's type c port supports pd charging. I have also reaching msi support team but they keep asking me to update bios.
I have xiaomi 67 watt adapter and it supports 65 watt pd charging.

Which exact model do you have?
It is important to note that there is an overcharge protection mechanism, and under these conditions, it will not charge.
*Under one condition the battery will still be charged even when the capacity is over 90%: Connecting the AC power when the battery capacity is lower than 90% to start the battery charging, however, before the battery gets fully charged, the AC power is removed and interrupt charging; when connecting the AC power the next time, the battery will continue charging from the last state where the charging was interrupted until it gets fully charged (100%); Once the battery is fully charged, the next charging will start when the battery capacity is lower than 90% again.
 
I have a similar issue: After upgrading the BIOS on my Creator Z17 HX Studio A14VFT it would no longer charge when connecting USB-C in the Thunderbolt port. Battery status was at 40% when I last tried.

Information about the pc says "Support 100W PD Charging (20V@5A) at System running (S0 Power State) and Sleep mode (Modern Standby Low-Power Idle State)".

Did you use a different PD charger to test?
If every PD charger can not charge the laptop, try to perform EC reset to cross-check.
I know some PD chargers provide 100W under certain conditions, such as using the same brand system as the PD charger or when connecting different external devices simultaneously, it won't provide 100W to the laptop.
I would suggest you provide which model of PD charger you are using for reference, and I can help you check its specifications.
