Have you tried a Cmos reset may have to do it a few times to get it to post.
or you can try full power off by turning of the PSU power switch and hold down the PC power button and then do Cmos reset and power back up.

I did a cmos reset once and there was nothing.
I did a full power off by turning of the PSU power switch and hold down the PC power button and still not post.
Fans spins and no output at all and a single click on the power button shuts the PC down

Please list all your components in detail (exact models of everything, including PSU and GPU). Check what the EZ Debug LEDs on the board show.

It could have to do with Secure Boot, which is now enabled by default and uses pure UEFI mode, and you having a graphics card that's too old to work with that.
See my post here and follow the links.

Once is not several times, with a previous BIOS version 1.2.0.5 I had to do it over 7 times till it booted with a full power off each time.

OK so spamming the Cmos reset did not work that s not so good
Remove ram and see if PC Debug will show RAM or CPU error
If CPU then you likely out of luck and will have to go to local shop and have them reprogram the BIOS

As to Debug lights
Almost all board have them trey are here on your board

RX 580 fits the bill. It is known to give problems with pure UEFI mode due to missing GOP. If you follow the links of the thread i linked, you will understand what i mean.
Try with a different (newer) graphics card, ideal would be 2019 or newer. It's possible you can make the PC boot again with that.

From what i can read from the linked thread, it needs to be done with the PC on. This is not my case. There is no way to do it without the PC on?

Do what? Add a GOP to your card? No, that has to be done on another PC that works. As i said, the quickest way to find out if it has anything to do with that is to try with a different graphics card, preferably from 2019 or newer, maybe you can borrow one.

So can the pc still POST even without a graphics card? I am assuming yes even if i can't get the video. For my situation is i don't think it is even doing so because a single click on the power button switches it off

For a different card, it would be tough to get another one with where i am

POSTing without video doesn't help you very much. However, if it seemingly posts normally without a graphics card, that supports my theory that your RX 580 is causing the headache in this case,
because the new BIOS has defaults which collide with that card not being fully equipped for it (Secure Boot / pure UEFI mode).

I would ask around for a newer graphics card. Note, the card doesn't have to be better or faster, just newer. Then if you want to make it work again with your old card, start the PC with the new card, you should get video again, and flash to the BIOS one version before the newest one, which doesn't have Secure Boot enabled by default yet. Or you can first try disabling Secure Boot with the new BIOS, it's under Settings\Security\Secure Boot. Maybe that is enough for your old card to work.

I know it doesn't help without a card but i just wanted to know if the issue is on the GPU. No it doesn't even posts after removing the GPU

Without a GPU, the POST should normally stop with "VGA" LED being on (because it sees that the CPU has no iGPU).

Yes, in theory that should work as well, assuming this is really the problem (i cannot be 100% sure, it's just one of the possibilities that seems likely).

So my card is an XFX RX 580 2048SP Black Wolf found here and the vBIOS for the model in the TechPowerUp collection(RX-580P4DFD6) does not match mine(RX-580S45DDJ). So am wondering if they are the same
