Undervolt MSI Creator Z16. Help me

Hi, I recently bought an MSI Creator Z16 and I was wondering why the temperature of the PC was so high even just when it was turned on, without having opened any program? Then I tried to do an undervolt from the bios but the temperatures didn't change and I tried to use Throttlestop but the FIVR setting was locked and didn't allow me to change any settings. Could someone help me? Thank you (Specifics: I7-12700h, RTX 3060)

MS in Windows 11 has disabled undervolting for 12th and 13th Gen CPUs, with the help of Intel.
Their is a Bypass in the BIOS to achieve a similar result, if you feel comfortable changing the settings in your BIOS, I will send you a PM with the info.

Advanced BIOS = Hold LEFT-ALT + RIGHT-CTRL + RIGHT-SHIFT, then press F2
 
Except for high temperature, do you encounter any error or abnormal behavior when it is overheating(CPU or GPU)?

MS in Windows 11 has disabled undervolting for 12th and 13th Gen CPUs, with the help of Intel.

No, no error or abnormal behaviour occurs when overheating, it's just that it's not possible that with any open program the pc overheats so much that it makes it almost impossible to use the keyboard.

Intel has completely removed undervolting from their mobile 12th and 13th Gen H series. The ThrottleStop FIVR window should show Not Available near the top middle. Only the more expensive HX series CPUs still allow undervolting and this is only possible if a manufacturer does not set the lock bit. If a CPU supports undervolting but is locked by the BIOS, the ThrottleStop FIVR window will show Locked.

True, but you can Bypass this in the BIOS, by other means.
