This Morning (Eastern Standard Time), I updated the User Scenario App in the MSI Center.

After updating it, I opened the App, then made sure the "Fan" switch was Enabled, then proceeded to selected Customize (on the right of the screen).

Next, I proceeded to check the setting for the system fans all of which were at 50% (Reset them to 100%), The CPU Fan I set to Manual and 100%.

The Chipset Fan setting I found is STILL Broken. No mater what I try, you can't change any of the settings for the fan under Manual Mode. Although I do remember an earlier build of Dragon Center when I first built this system last year allowed the Chipset fan to be Manually controlled.

Haven't touched the BIOS.

I'm using a Samsung Series 7, 50" 4K TV as my monitor and if I try to go into the BIOS, it's offset to the right so only two thirds of the BIOS screen is viewable.

As it is, I was lucky to be able to flash the new beta bios because of this as I could only read the drives and dates.

This issue happens when using TV as monitor, do you have a standard monitor to try?

Just like plutomate said, and from the description I underline in red, you should be able to customize the Manual Mode in BIOS.

I haven't owned a regular monitor in years. TV's these days are so much better.

I have absolutely no issue with my screen using it for my system except in viewing the BIOS of my current system as the BIOS screen is shifted to the right and can't be adjusted.

As to using the MSI Center or previously the Dragon Center, there has been no problems viewing either of them or the various settings.

If you notice in the graphic that fatedust attached, it shows a tab that says "Smart" but there is no "Manual" Tab. Yes, I have tried and currently have it set to the Manual setting in the pull down menu. But none of the Red dots can be adjusted. If you ask me, the default temps for each of the dots in each of the various modes is too high for my liking. I prefer to run things as cool as possible and clean the system as necessary.

The version of Dragon Center that was available about a year ago, the Manual Mode did work back then. Not sure with what version it stopped working. If it was a change in Dragon Center or if it was a change in the BIOS that carried over.

it says pretty clear that the manual mode refer to the manual mode in BIOS which you can change the dot BUT ONLY in BIOS.
In short, you gonna find a way to get in BIOS and it's rather common BIOS become artifact with some TV monitor

Make sure your TV displays at 1080p for the BIOS You should have a Aspect ratio set to AUTO in TV Settings and have HDMI CEC set to on you may also have to set the HDMI EDID to 2K for the Bios Menu

My video card is an ROG-STRIX-RX5700XT-O8G-GAMING with the latest BIOS and in windows the resolution is set to 4096 x 2160 with the scale set to 100% and yes, all the power cables are plugged into the card. I'm using a Display port to HDMI cable to connect to my TV as I didn't have any other choice.

The TV itself does not have any such settings.

All it has is "Picture Mode" and the choices are Standard, Natural, Movie & Film Maker Mode.
Next is "Picture Size Setting" and the choices are, Picture size, fit to screen & zoom and Position
And the last one is "Expert Settings, which has nothing to do with picture size as most of what is in there is RGB, Gamma and other such settings.

I even have one of these to prevent any stress on the motherboard from the weight of the graphics card.

From the few times I've tried to enter the BIOS, it appears the correct size with the exception that the whole BIOS screen is shifted to the right so only about two thirds of it is visible. Top to bottom it fits just fine. I've found there is no way to get the screen to shift back to the left, not even in the OSD for the TV.

If I could afford to purchase a decent monitor right now I would. As it is, I spent any extra money I had back in the spring of 2020 when I built this this system. The TV itself I got this year after my old 24" monitor from 2004 died and I paid about $207.00 on clearance for the TV at Walmart (unopened).

I use a 53 inch 4K led TV and it auto scales to 1080p (2K) for BIOS and Boot screen and then goes to 4K when it gets to the windows login screen I also have mine set to 3840x2160 scaling turned off. My current GPU replaced a RX 5700 XT Reference and used identical setting.

Have you tried selecting the Picture size setting And you may need a HDMI to HDMI cable do you have a Xbox or Playstation if so you can try their cable.

I've tried using various picture settings on the TV and none of them work to fix the picture alignment with the BIOS on the TV.

As for Gaming systems, I don't own any as I'm not a die hard gamer.

Sorry I wasn't around yesturday, I didn't get home till about 2am in the morning. Was on the road most of the day.

I just wish they would fix the User Scenario Module so the Chipset fan can be Manually controlled without having to go into the BIOS.
When I can, I will get a new monitor as I've got an older Core i7 system sitting around which I plan to setup for my wife in case she ever needs to do any work from home.

One of these days, what I really want to see is a true holographic display screen which can be projected in the air with absolutely no moving parts.

Or better yet, how about holographic projectors such as in Star Trek. Just think what something like that would do for watching sports or for game playing. Using your entire living room to watch a football , basketball, baseball or other sports game or how about your favorite online game. Or how about taking a stadium and outfitting it with projectors and having users pay for total immersion into the game where they could have their character projected over them until their character dies, then they would have to walk off the field. People would pay big money for this kind of experience without having to wear goggles and it would contribute to the development of holographic technology.

Most likely the Porn industry will lead the way in this technology.

And I think it may be the Cable your using. May be you beat option is to order a HDMI to HDMI cable they are not to badly priced.

I had several high quality HDMI cables on hand, but the graphics card I currently have doesn't have an HDMI port, hence my having to use a "TV ---->Display Port to HDMI cable <----- Graphics Card"

My mistake, after yesturday, my mind is a bit muddled.

It's this adapter, Displayport to DVI Adapter Cable

But yeah, this is the port I'm currently using,

I've used both HDMI and DVI over the years.

I'm just at the age where I sometimes mix up my terms or when I'm talking, I know a word I may want to use, but I just can't remember the word itself and have to look for a substitute word or words which is frustrating. It's the curse of getting older. But I do know my stuff.

After reading your reply, I went back and took another look

This is the connection on the side of my TV, I am using HDMI

The cable I mentioned before is for my wife's computer, talk about being muddle headed after driving all day yesturday and getting home at 2 am.
I really don't know why I thought I was using a Display Port to HDMI converter cable for this system. Right about now, I feel like I could stay in bed for the next several days.

As to this sort of thing, I much personally prefer to talk face to face as this is much less chance of making such mistakes and it's much easier to get across what one is talking about with out making such stupid mistakes.

But by the looks of the picture, I've gotta do a bit of cleaning behind my TV. The system itself was just recently cleaned out thoroughly. The building I live in is over 100 years old and no matter how hard you try to keep it clean, the dust builds up fast.

Ah ok, I would try plugging into to the HDMI port 2 on the TV. Also changing the cable is worth a try.

HDMI port 2 is the one which Samsung uses to collect viewer data by sampling what you are viewing which I really don't like the idea of them doing.

I can try to get a hold of a new cable, but it wouldn't be right away as we don't have any tech stores locally as I live out in the boonies. The nearest Staples or other tech store is 30 miles or more away from where I live. It's easier to just use Amazon, but you still take chances as you can't visually check out what you're getting before buying except for the posted images and info which aren't always correct.

Now this is totally unrelated to the subject, but is relevant to how Amazon has gone downhill recently.

Plus it seems like Amazon is just going downhill lately. I'm a Premium subscriber and you used to be able to just search for what you were looking for and have mostly stuff related to your search come up. Now you're lucky if that even happens any more as Amazon tries to push all sorts of unrelated stuff on you. It seems what with Jeff Bezos stepping down, everything else has gone downhill too. One search that frustrates me is trying to do a search for "2016 renegade metal die-cast fog light assembly" They show some for lamp assemblies for the Jeep renegade, but most of what they show is stuff for Wranglers and other makes of vehicles totally unrelated to the renegade, all sorts of stuff that won't even fit as a replacement. This is even with the correct vehicle information entered into the Amazon Garage for searches.

Cause the existing fog lamp assemblys are made of plastic and tend to melt from the heat of the bulb causing the lense of the light to turn black. This is a well known problem with Renegades and Jeep has yet to acknowledge it as a recall which is why I've been trying to find some made with a metal body instead.

Ok, well have you updated the firmware on the graphics card lately?
