What Ram should I select

Don't know much about memory RAM. I have a Intel(R) Core(TM) i7-10750H CPU @ 2.60GHz 2.59 GHz 16GB RAM. I use it for personal and the other 1/2 for gaming. only play cities skyline, with MODS.
Lately I have found my games will not load and the memory is being used at 98% I was wondering if my computer has capcity to upgrade to 32GB memory? what type should I be looking for or buy.. any suggestions would help & Thank you

Could you tell us what is the full name of the notebook you have pls.
Nice to have specs but without knowing which one it's for well , it's a
little hard to pin down.

Also, do you know what is using all that memory. Are you running big
programs that have use for such amount of memory?

When was the last time you cleaned temps files and ran a scan on your notebook?
