White vga light

Hello
I’ve just been building my my pc. Upon booting it up I got solid white vga light on. I believe it’s to go with the gpu. I have no idea how to stop this and get a post. I have re done all the components and started again but still no joy.
my Parts are
Intel i3 12100f
Corsier vengeance rgb pro 2x8gb
Msi pro b660m-g motherboard
Gtx970 JetStream card

Yes, it probably is about the GPU, but since you have a CPU ending in -F where the internal graphics is disabled, you can't troubleshoot it well. I always advise to get a non-F CPU if your board has graphics outputs, it can come in handy in situations like this. Now, unless we find something else wrong with your system, you might have no choice but to source a different graphics card in order to enter the BIOS and perform a BIOS update, in hopes that it will make your GeForce 970 work.

Another thing you can try, put the 970 into a different PC and check if this firmware update will install on it: https://www.nvidia.com/en-us/drivers/nv-uefi-update-x64/
First of all, it will give you confirmation if your 970 is still ok, and it has a small chance of helping with this problem. But you might have to use a different GPU first anyway, so you can get the BIOS updated and try again with the 970. The newest BIOS is here: https://www.msi.com/Motherboard/PRO-B660M-G-DDR4/support

Also, what's your PSU model?

I will try the above fingers crossed I can get it working
 
That is a no-name PSU, definitely a red flag. I trust no-name PSUs as far as i can throw them...
So that's another option, see if you can source a quality PSU for testing, known good and not too old (preferably still within the warranty period), or a new one.
 
Also when testing with this or different GPUs,
do not forget to connect power cables to the GPU.
