Why is the Windows Hello not available

Even tho I downloaded it from Optional Features but it just shows that it's unavailable and it literally says : we couldn't find a camera compatible with windows hello face (camera is turned on btw)

So what's wrong?

Actually after contacting the Microsoft supprt team, they were able to solve the issue, we used the Quick Assist feature, and he basically signed my laptop out of the linked micorosft account, and suddenly the option was available.
