Maybe you are still using MSI Center?
MSI Center like to mess with your configuration sometimes, activating some useless boost settings, which can change the power plan (it should always be on "Balanced").

See here for various threads about it:

Make sure to disable "USB boost" and "storage boost" if you have them in MSI Center, and check that the power plan is on Balanced.

Otherwise, open Task Manager and sort by CPU utilization to see what is causing so much CPU load.

Reporting this issue on H-510APRO with 11600K

I'm so glad others have been experiencing this and I am not alone. I wasn't even sure where to report this. I tried to revert back to a previous bios which performed perfectly but MSI have deleted that particular version.

This has been happening since the latest microcode update. Since the latest, there are inconsistent data with the CPU frequency, and the CPU does bizzare behavior, such as reducing the clock to basically battery saver speeds whenever something heavy is required, such as, ironically, using intel's own benchmark tools. Please fix whatever you guys broke.

I attached a gif showing what I mean.

Sidenote: using counter control or clearing the windows defender alarm does nothing.
