Yep Ok I would advise you dial it down to 4500 max on a all core clock core 4800 is a bit on the high side for AMD
Fo single core performance yes but not Multi core performance.

You will get best performance with PBO on and Curve offset set to say -25 to -30

The 4800 clock speed may be what is causing the problem.

im set 4000 and 4500, not resolve.
maybe it nvidia problem on am4?
with intel 9700k and 12700k work normal

I have full AMD and only use a Trackball but have not had any jitter problems with it that i have noticed.
But it does seem strange it only do it after NVidia Drivers installed. have you contract manufacturer of Mouse about Firmware and driver updates.

yes, but on z390/z690 works normal.
im test zowie mice (fk2-c) and same.
and yes, im update xm1r.
i have friend on same board (2080ti) and b550 gigabyte (3070ti), same results.
it stop if im disable nvidia driver in device manager.

Am I understanding correctly:
Your friend uses a different system and your mouse behaves weird on their system too?

yes, same board but rtx 2080ti + 5950x
he use pulsar x2 mini / pulsar xlite v1.5 / ec3-c, gwolves
also, im try different nvidia drivers, latest older and def ms (512.15, 472.12)

Have you installed a fresh version of Windows? Or just moved already installed to the new system?

also, check my bios settings, im go with default xmp now (3200cl14)

You made a bunch of Bios setting that are really best left on Auto
on a AMD system

LLC works better on 3 or 4

As to switching frequency it is like to cause some instability and heat problems set that high Try between 600 and 800 I found Auto works just as well on that setting.

Memory setting seem OK but try GearDown instead or T1
I do not use A-XMP but set the primary times and Frequency myself and found Gear down is a bit more stable.
Let BIOS do voltages at auto for all but Dram @ 1.360v And CPU Voltage setting since you have locked it PBO is not a lot of use with a Locked CPU speed.
You have Typical Low voltage set so might as well enable C state control

LCLK Frequency I keep at AUTO
Same for Package Power limits AMD have a hard limit of 220 watts so setting any thing above that is well not of any use.

Just out of interest only why do you have CSM set and Not UEFI

im try default bios and i get same results, maybe worse (c-state on).
in CSM feel better mouse movement then uefi.
ok, im set all voltages auto.
ok, im set 800 switch.

hmm. im try to disable hpet from grub for test, and it not work, my timer 0.5ms with useplatformtick yes, but on another board if im disable bios my timer ALWAYS stuck on 0.488, it is problem.

im need to use cppc and cppc prefered cores with smt off on 5800x (4800 lock)?
edit: im read about that, if im disable smt/c-state/cool&quiet/pbo, it need be off.
what about data link feature exchange?
