where in my cell menu do i turn on my XMP profiles so i can adjust my memory? my pc recognized it at 1066mhz instead of 1333mhz. i have 1600.  and, doing this, is it going to make my computer overclock? which i dont want to do because i dont have any extra cooling add ons. just 3 fans. is this worth the time to figure out, or can i get more for what ive got without a heating issue?

tempatures: IOH 53c
                CPU 27c
                SYS 38c
all at a idle

under a load the IOH gets up to 62c at max

It's in Cell Menue -> Extreme Memory Profile.
yes it's overclock but not cpu , and it won't affect your Temp so don't worry about it.
by the way your temps are ok.

ive been in the cell menu. where do i find Extreme Memory Profile at? and another question, do i have to have the overclocking switch on the #1 position on the motherboard for the EMP to appear in the cell menu?

no there is no need to play with over-clock switch on your mainboard .
.
and about where you can find extreme memory profile , if your mem  support it you can see it under cell menu in bios
. other wise the thing you can do is to change memory ratio in the cell menu to reach your desired speed (never exceed your mem and main-board rated speed other wise you probably had to reset bios)
then enter advanced D-Ram Configuration in the cell menu and enter the timing information about your mem there by hand.
