X670E GODLIKE unable to perform reboot, but cold boot works fine.

For a little while now I've noticed that if I power down my computer, I can cold boot just fine.
If I reboot the computer (from the OS, or in the UEFI after clicking "save changes and reboot") it just hangs with 00 on the post code indicator, and the DRAM LED lit up.

I've updated to the latest bios in hopes it would resolve the issue, but it has not.
I tried updating using m-flash, as well as the bios flashback button on the board.
I've cleared CMOS many, many times.


any suggestions?
 
Is memory A-XMP / EXPO being enabled in the BIOS? If yes, would the symptom occur with BIOS default settings?

EXPO was enabled, yes. The issue occurs any time there are memory changes (EXPO, manual, or optimized profile).
Issue does not occur after a CMOS clear, with no EXPO/memory changes (so, running a JEDEC default speeds)

Motherboard: MSI X670E GODLIKE

BIOS: 7D68v1L3
VGA 1: PowerColor Radeon RX 7900 GRE
VGA 2: AMD Radeon Pro W5500
PSU: Corsair HX1000i
NVMe drives:
- 2x SK Hynix P41 Platinum 1TB
- 1x SK Hynix P41 Platinum 2TB
- 1x Samsung 990 PRO 4TB

Bump for visibility.

I ordered a PSU tester to see if something weird is happening on the power side.
I've passed 4 passes of memtest86+ on stock JEDEC speeds and AMP/EXPO (so 8 passes total)

I have not swapped to BIOS 2 yet. I unfortunately don't have another DDR5 kit to test, or another CPU/MOBO to test.
