x870 Tomahawk and 5090 FE stability

I have an x870 Tomahawk with a 9800X3D and a 5090FE.

I have been troubleshooting with NVIDIA for 2 weeks but am starting to think that it may be a motherboard issue. When the computer boots the the 5090 FE only occasionally boots at full PCIE 5.0. Most often it boots stuck in 1.1-2.0 and the system is extremely unstable and eventually restarts itself. I noticed in GPU Z that on the bad boots, the PCIE bus interface monitor never goes above 2.0, and is usually stuck at 1.1. On a good boot, this will hit 5.0 whenever there is a load. Seems like its getting stuck at a low PCIE bus? This is also reflected in HWINFO when looking at PCIE link speed, doesn't go to 32 gt on a bad boot, does on good boot. I rarely get 2 good boots in a row, but can sometimes get 3-5 bad boots in a row. I've updated my motherboard bios to the most recent bios, windows all up to date, all drivers up to date. When I swapped my 5090 FE back to my 4090 FE, all the problems went away. I've tried every BIOS with 9800x3d compatibility and they all do it, however, the most recent bios seems to do it the most.

I've tried locking to gen 4.0, disabling aspm, DDU, fresh windows install, nothing seems to work.

Anybody have any advice? I am starting to consider buying a new motherboard, even though its only a few months old.

There may be some BIOS power setting but I will need to look at my screenshots to find the correct name.

I found the setting but there’s no way to disable it. Only auto and manual. Auto was set by default.
 
I'm also having a really hard time with this issue. What's really surprising is that I was previously using a 9700X, and the problem only started after I switched to a 9800X3D.

First of all, I want to mention that my motherboard is the X870 Tomahawk WiFi model. When using the 9700X with an RTX 5080, everything worked perfectly fine.

However, when I use the 9800X3D with the RTX 5080, the issue appears. Because of this, I initially thought my 9800X3D was defective, so I sent it for an RMA. But after receiving a replacement and reinstalling it, the same problem occurred. After further research, I found that this issue is common with MSI motherboards, and switching to a motherboard from a different brand seems to resolve the issue.

In fact, in my case, when I put the 9700X back in, everything runs flawlessly—no stuttering, no freezing, and even PCIe works perfectly, going from 1.1x16 in idle to 5.0x16 under load. And when I use my spare RTX 3080 with the 9800X3D, everything works fine as well. This suggests that the issue lies between the 9800X3D and the RTX 5000 series. This suggests that MSI motherboards have serious compatibility issues with the 9800X3D and likely need a BIOS update to fix it.

However, even with the beta 1A26 version released on February 20, the issue remains the same. Have you managed to fix this problem with any specific settings?

Force enabling Spread Spectrum in bios has resolved the problem for me. Still shouldn't have to do something weird like that, but here we are!
